So a Rule Officer is a lot like a Mod, but doesen't moderate. Let me explain. A RO browses threads, all over and if he/she sees a rule that has been broken, the RO will notify FallenHalos, notify the rule breaker, and notify a moderator that is "on duty" (Logged in) to moderate the post or delete it. If no other moderator is on ask FallenHalos, if FallenHalos is not on, then PM the next mod you see on at your next visit. Simple enough?
